The next board meeting is scheduled for Thursday, April 17, 2025 at 5:30 pm. On the agenda will be discussion of a plan to allow either daytime (5AM-9PM) parking or parking for up to 24-hours. I hope my fellow board members will support trying one of the plans for a trial period of 2-3 months. If it goes well, we may continue with it indefinitely.

If you can attend the board meeting to express your support, it would be greatly appreciated. It will be held at the Crystal Lake Management Office, 400 SW Bluff Drive, Suite 103 in Bend. If you need to attend remotely please let Elizabeth Weide know so she can set up a Zoom meeting for you. Community Manager:  elizabethw@crystallakecm.com or 541-318-2639.

Thanks everyone. It's been slow going but I think we're close to trying different parking rules soon, at least for a trial period. I'm fully open to your comments and suggestions. Ken Jensen, westviewparking@gmail.com.

Happy New Year!

At the October board meeting, we continued a conversation with the board around parking rules. We presented the board with our attorney's opinion letter supporting our belief that the CC&R's grant rule making authority to the board, specifically rules around parking.

In December the board issued a resolution on parking. At their discretion, they will continue to enforce a ban on street parking. The good news here is that the resolution acknowledges that the board does indeed have rule making authority around parking. We just have to convince them that we need some changes to the rules to relax the parking ban.

At the January annual meeting I won a seat on the board. I will continue to bring up the topic of parking. I hope to convince my fellow board members that the current ban is a substantial burden for many residents and to consider trying some simple changes to the rules. It would be so helpful if other homeowners communicated with the board as well.

Here is the schedule of up coming board meetings. I hope you'll consider attending.

Many people attended the April board meeting to discuss the parking restrictions in our community. The board decided to suspend this conversation to first consult with their attorney for an opinion about their rule-making authority (see the April 11th update below). They promised to provide that opinion at the July meeting, but instead cancelled the meeting.

It's a disappointing delay for residents living with the parking restrictions day to day. We requested that they still hold the July meeting. Instead, they will be scheduling a meeting in August.

We expect to continue this conversation with the board at the next board meeting. We hope you'll be able to attend.

Report from April 10th, 2024 HOA meeting:

In attendance, Elizabeth (community manager), Breana and Don (board members) and about 12 others both in-person and on Zoom. Of the 12 properties represented at the meeting we believe 5 supported a parking rules change, 3 opposed any change, and we’re not sure of the position of the remaining 4.

We reported hearing from a bit more than ½ of the owners, ⅔ of responses have come from owner/residents and ⅓ from owner/landlords. 80% of our responses support a change to the parking rules. Elizabeth reported hearing from 8 owners, with 7 opposed to any change and 1 in support. Not surprisingly, our data skews towards support and Elizabeth’s data skews toward those opposed.

There was a constructive conversation about parking. Thank-you so much to those who were able to attend. Your comments made an impression. In the end, the board decided it would be best to consult with their attorney. They will be asking for an opinion on just what the CC&R’s allow the board to do before engaging in further discussion about the parking. This seemed reasonable to us. They'll report back at the next board meeting and we'll be there.

In the meantime, we continue our attempts to contact owners who haven’t yet responded to us. Changing the CC&R’s is challenging, but we’ll keep working at this. Even with the current CC&R’s we believe a good compromise can be reached regarding parking rules and enforcement.

Another round of letters went out yesterday to owners who didn't respond to the original letter. We continue to receive responses, At this point we're still just trying to gauge how owners feel about this.

We believe the next HOA board meeting will be on April 10th, but we haven't seen an official meeting notice yet. We plan to continue our conversation about parking with the board at that meeting. We hope you'll be able to attend. We'll pass along meeting details as soon as we know them.

March 1st, 2024

Our letters went out on 2/20. We've received responses from about a quarter of all owners. The responses are overwhelmingly in support of changing the parking rules. Here are some of the them:

  • "I would be thrilled to get the absurd street parking rule stricken out."
  • "YES, I want these rules changed! It is insane to not be able to park in front of your own home."
  • "My husband and I are owners and wholeheartedly support changing the parking rule. It is not practical for our two car family to only park in the garage and driveway everyday."
  • "Thank you for your efforts to resolve this irksome issue once and for all!"
  • "I would love to vote in favor of unrestricted parking. I have gone round and round with our board to no avail."
  • "This issue has been a thorn in my side for more than a decade."

But we need to hear from many more. We'll send another round of letters or postcards to those who haven't responded. We may also go door-to-door sometime in the future. If you could encourage your neighbors to respond, that would be a great help. At this point we're still just trying to gauge how owners feel about this.
